The Sikkim Integrated Service Provision and Innovation for Reviving Economies (INSPIRES)

The Sikkim Integrated Service Provision and Innovation for Reviving Economies (INSPIRES) is a major initiative launched by the Government of Sikkim, sponsored and endorsed by World Bank. It aims to improve economic prosperity of women and youth throughout Sikkim by providing brighter and viable employment opportunities. The Sikkim INSPIRES Program, under Tourism Department, is committed to improving the economic conditions of women and youth by fostering skill empowerment and promoting entrepreneurship endeavours.

In pursuit of the same, the Tourism and Civil Aviation Department is relentless in effort towards upliftment and enrichment of various governmental initiatives, including the Institute of Hotel Management (IHM), the Indian Himalayan Centre for Adventure and Eco-tourism (IHCAE), as well as providing effective and efficient Business Management Support to all the home stays in the state of Sikkim.

The Institute of Hotel Management was established with the objective of providing job-oriented and professional hospitality education. It is affiliated to the National Council for Hotel Management under the Ministry of Tourism, Government of India. IHM offers degree, diploma, and craftsmanship courses to meet the needs of skilled workers for the hospitality industry. Under the flagship program, IHM will be strengthened to elevate the quantity and performance of trainees in the hospitality sector.

The INSPIRE program aims to create state-of-the-art learning facility in Institute of Hotel Management (IHM), Sajong for fostering aspiring minds and equip them with proficient capabilities to meet the ever-changing dynamics of the global hospitality industry.

Institute of Hotel Management (IHM)

The Institute of Hotel Management was established with the objective of providing job-oriented and professional hospitality education. It is affiliated to the National Council for Hotel Management under the Ministry of Tourism, Government of India. IHM offers degree, diploma, and craftsmanship courses to meet the needs of skilled workers for the hospitality industry. Under the Program, the IHM will be strengthened to increase the quantity and quality of the training in the hospitality sector.

Aaghaaz 2024

In 2024, the Institute of Hotel Management (IHM) in Gangtok, Sikkim, enthusiastically celebrated its annual cultural fest, Aghaaz. Known as a signature event of IHM Gangtok, Aghaaz Fest has consistently been a platform for creativity, culture, and camaraderie, and this year's celebration upheld that tradition with vibrant participation. Aaghaaz 2024 centered around the theme of "Women Empowerment," a vital and ongoing global movement focused on achieving gender equality by empowering women with the confidence, opportunities, and authority to engage fully in all areas of society. This theme emphasizes the importance of acknowledging women's rights and ensuring they have equal opportunities to succeed, lead, and make significant contributions to the world.

  • Needs Assessment and Stakeholder Consultation: Evaluate training requirements and engage with key stakeholders to identify needs.
  • Plan Design and Implement Short Training Courses: Develop and deliver brief training programs focused on the hospitality sector, establish partnerships, and explore financial support opportunities.
  • Enhance Training Facilities: Upgrade state-of-the-art training facilities to support new courses.
  • Targeted Training for Women-Led Home stays: Organize specialized training programs for home stays managed by women.
  • Post-Training Follow-Up: Set up feedback mechanisms and an active alumni network to ensure ongoing support after training.

Indian Himalayan Centre for Adventure and Eco Tourism (IHCAE)

Indian Himalayan Centre for Adventure and Eco Tourism (IHCAE), Chemchey to establish a Sustainable, Innovative, and World-class Training facilities supporting Education, Sustainable Practices for promoting Environmental Stewardship and Eco-Tourism.

IHCAE provides high standard eco-tourism and adventure related training courses while emphasizing environmental protection. IHCAE currently offers courses in mountaineering, paragliding, mountain biking, skiing, etc. IHCAE will focus on securing IMF recognition by facilitating IMF’s inspection process, undertaken required gap-filling actions as per the inspection recommendations, etc.

  • Needs Assessment and Stakeholder Consultation: Conduct evaluations and engage with key stakeholders to determine training needs.
  • Plan Design and Deliver Short-Term Training Courses: Develop and implement brief training programs by involving subject matter experts, experienced educators, and qualified instructors.

  • Enhance Adventure Tourism and Ecotourism Facilities: Improve cutting-edge facilities specifically for adventure tourism and ecotourism.
  • Create a Placement and Career Counseling Cell: Set up a cell to assist with job placements and provide career counseling and related services.
  • Establish Feedback Mechanisms: Implement feedback systems using both online and offline tools to gather and assess input.

Home stay and Hospitality Sector

Home stay and Hospitality Sector create better avenues for enhanced guest experiences, and foster local economies and preserves cultural and environmental integrity by integrating modern amenities with sustainable practices and community-driven initiatives.

Business management support to homestays. The purpose of this initiative is to strengthen the homestay hospitality sector for enhancing local livelihoods. The T&CAD will establish a robust baseline of homestays in the state. The baseline will be in a secure digital portal that will allow for easy updating and analytics. This information will serve as the foundation for designing targeted support interventions to strengthen homestays.

Annual Work Plan for Financial Year 2024-2025

  • Develop a Digital Portal: Design a digital platform for profiling existing home stays across Sikkim and conduct a real-time survey to gather data.
  • Create a Home stay Repository: Build a comprehensive database of home stays in Sikkim.
  • Business Management Support: Offer targeted training sessions for home stay owners and managers on branding and marketing, information and communication, event management, digital marketing, and financial access.
  • Promote Community Tourism: Organize initiatives to boost community tourism through assessments, events, marketing and branding, training, technical support, and information and communication efforts.
  • Service Delivery Training / FAM Tours: Conduct training on service delivery and organize familiarization (FAM) tours for domestic audiences.

Working Group Meeting of Sikkim Inspire Eco Tourism Forest Department and Tourism Department.

Stakeholders meet at Tourism Department on 09 July 2024.

A meeting on the development of an eco-tourism site in Sikkim under the SIKKIM INSPIRES PROJECT was chaired by the PCE of the Tourism and Civil Aviation Department. The session was attended by Rohini Pradhan, Project Director of the SIKKIM INSPIRES PROJECT, and included participants such as Sandeep Tambe from CWLC, Udai Gurung, CF/Director, Additional Secretary-I of the Tourism and Civil Aviation Department, and Subha Mukhia, CEO of SRM RDD. Senior officers from the Tourism and Civil Aviation Department, the Forest Department, and the Rural Development Department were also present.

On June 12, 2024, a meeting of key stakeholders and domain experts focused on the development of hospitality, adventure, and rural tourism under the SIKKIM INSPIRES initiative took place at Paryatan Bhawan in Tadong. The meeting was chaired by the Nodal Officer of the Tourism and Civil Aviation Department (SIKKIM INSPIRES) and attended by the Programme Director of SIKKIM INSPIRES, along with senior officials from the Tourism and Civil Aviation Department, the Forest Department, World Bank representatives, tourism stakeholders, domain experts, and other representatives.

A meeting with adventure tourism stakeholders to discuss the design of adventure courses for the SIKKIM INSPIRES project took place in the conference hall of Paryatan Bhawan. The session was chaired by the Additional Secretary and attended by the Joint Director of Adventure, along with adventure tourism stakeholders from across the state, experts, and officials from the Tourism and Civil Aviation Department.

A consultation meeting focused on evaluating training needs for the homestay and hospitality sector under the Sikkim INSPIRES initiative was conducted at IHM, Sajong, Rumtek. The session, led by Dr. Prerna Chamling, Additional Secretary and Administrator of IHM, was attended by officials from the Hospitality section of the Department and representatives from various tourism stakeholder associations.
